12 FLAGSHIP PROGRAMS
The 12 Flagship Programs under ASAP Tagudin were formulated to
respond to the needs, aspirations and clamor of the people of Tagudin in terms
of a truly democratic socio-economic development of the municipality.
1. Ruangan Ti Ilocandia (RTI) - Tourism
Three (3) areas in Tagudin will be developed into potential tourist spots –
Bio, Libtong and Bitalag. This was conceptualized to position the Eco-Tourism
Triad (triangle). These areas will be improved by the installation of
streetlights in strategic locations, improvement of pavements and parking spaces
to become attractive and convenient for travelers and tourists – local and
foreign – to stop, eat and shop for our local products. With this atmosphere,
entrepreneurs will be attracted to establish medium enterprises.
The Bitalag Satellite Market will be improved and eventually become the
Agro-Trade Center of Southern Ilocos Sur. It will become the showcase of
agro-products or “Bagsakan Center”. Products coming from the neighbouring
interior towns of Suyo, Cervantes, Alilem and Quirino as well as local products
of the towns of Sta, Cruz and Sts. Lucia will be pooled and displayed to attract
consumers and investors, thereby establishing livelihood projects and increase
household income through increased percentage of self-employment.
2. Revenue Enhancement Initiative (REI) – Revenue
Based on R.A. 7160, the “Revenue Code” of every city or municipality must be
amended every five (5) years. The Revenue Code of Tagudin was last amended in
1998. Thus, there is the need to update it to meet with the contemporary changes
and situation and likewise representative of economic indices of the period.
The Revenue Enhancement Initiative is a program of the Local Government Unit of
Tagudin to enhance and improve revenue generation and collection.
The following are strategies used by the present administration to attain the
objectives of this program and to support the other Flagship Programs:
a.“One-Stop-Shop” – one designated area/location for all payments – taxes,
licenses, community tax certificates or cedula, permits, etc. – 1st floor of the
Municipal Hall. A taxpayers’ lounge with a television set is provided to give
convenience to all taxpayers while waiting for their papers to be processed.
b.“Real Property Enhancement Program” – A barangay outreach program to collect
taxes.
3. Integrated Social Welfare Center (Serbisyo Sapasap) – Social Welfare
A proposed establishment to be located on the old market site to house the
Municipal Social Welfare Office, Senior Citizens, and Indigents.
4. Public Market - Relocation
Relocation and Improvement – The public market will be transferred along the
national highway to enhance economic growth of the municipality. It will create
a network among the business establishments including public services and
facilities, thus improving the business climate, enhancing the establishment of
Small and Medium Enterprises (SME’s) and creating jobs or employment.
5. Controlled Dumpsite
This program is for environmental protection and consciousness and solid waste
management and disposal. A Controlled Dumpsite – Tagudin Controlled Dumpsite was
constructed October of 2004. The Notice To Proceed (NTP) was granted by the
Environmental Management Bureau, Regional Office I, last 18 October 2005 after
only two months and 22 days. Tagudin is the 1st town in Ilocos to be granted
with an NTP according to the said office. Tagudin Controlled Dumpsite is in
Barangay Cabulanglangan, Tagudin, Ilocos Sur.
6. Agricultural Diversification
Improvement and enhancement of the town’s agricultural sector through the use of
the best and latest technology and methods and hybrid seedlings to increase
yield and improve quality.
7. Edukasyon Para Iti Amin – Mobile Education with IT
A Mobile Information Technology School will be made catering most especially to
the out-of-school youth and less fortunate members of the society.
8. Health (Sanlun-at)
The LGU will upgrade its health the services, widen the scope of its medical
services and provide higher level of clientele satisfaction by providing more
logistics in the form of medical supplies and services supplemented by a
client-friendly atmosphere.
9. Youth and Sports
Youth and Sports Development shall also be given priority concern in the
municipality. Members of the Youth Sector will be kept productive to deviate
them from the vicious activities especially drug addiction, smoking, gambling,
etc., and likewise improve their sports competencies in local and even higher
levels of sport competitions.
10. Infrastructure
Upon assuming his post as the new Local Chief Executive of Tagudin, Hon. Mayor
Roque S. Verzosa, Jr. held consultative meetings in all the forty three (43)
barangays of the town. As a result, various infrastructure projects were
suggested by the constituents and identified the priority needs and concerns of
their respective barangays.
11. Peace and Order
Formulation of Traffic Management Plans and the Enhancement of Police Visibility
in strategic places to reduce vehicle-related accidents, crime rate and enhance
public safety.
12. Values Formation
This program is intended for the improvement of values and attitude of all
municipal officials and employees through trainings and seminars for sound and
better relationships among and between themselves and better quality of service
to the town’s constituents. |
